Ricky
Chow, Managing Partner

Mr. Chow brings a wide range of telecom and data
networking experience to CAI and its client base. Currently,
He is an Adjunct Professor of Information Systems at
Hawaii Pacific University. From 1993 to 1997, he was
the Area Manager of sales and marketing for AT&T Hawaii
/ Pacific region. He was the manager of technical
services for AT&T from 1982 to 1992. His
responsibilities included the design, engineering, and
marketing activities for telephone products, networking
services and computer systems. He joined AT&T in 1982.
From 1980 to 1981, he was a Computer Engineer for
Receptor Inc. in California. He is a Board member of
Hawaii Mission Elementary School. He is also member of
Hawaii Telecommunications Advisory Council, Hawaii
Telecommunications Association, Institute of Electrical
and Electronic Engineer, and member of the IEEE Local
Area Network Standard Committee.
Richard T Ichikawa, Partner

Mr. Ichikawa's telecommunications training and
experiences spans over 35 years of "hands on" and
engineering practice. His telecommunications engineering
assignments include:
• Automatic Electric Co., Group Leader in Telephone
Exchange Engineering performing implementation
engineering for new and additions to telephone central
offices for Direct Distance Dialing capability
• Hawaiian Telephone Co., toll, carrier, and radio
engineer; transmission, and plant extension engineering
• Intelect Inc., VP Engineering, designed, fabricated,
and installed telecommunications systems and components
for military, federal, state, city and county
governments, public utilities, and private enterprises.
• I. Herman Co., Managing Partner-Honolulu, conducting
telecom consulting for state, city and county
governments, public utilities, and private enterprises
• Telecom Assurance, Inc., President, conducting telecom
consulting for state, city and county governments,
public utilities, and private enterprises
Relative telecom projects as principal engineer include:
• Guam Telephone System: interoffice trunking and
network re-numbering plan to improve trunking,
transmission, and traffic handling and allow growth of
new central offices into the network
• City & County of Honolulu: designed implementation of
Hawaii's first Enhanced 911 system
• Honolulu Police Department: designed implementation of
"flash cut" relocation of HPD's telephone, data, mobile
radio and microwave systems to new headquarters
• Guam Telephone System: conducted traffic, toll and
cost separations studies to form basis for the favorable
negotiated results
• Hawaii Public Utilities Commission and Arizona
Corporation Counsel: conducted Common Carrier Telephone
service level evaluation studies
• City of County of Honolulu: initialed, designed and
implementation of Hawaii's first Enhanced 911 System
• Various state, city and county governments, public
utilities and private enterprises: prepared system
design and detailed telecom specifications for
competitive procurement
Carlos T. San Agustin,
Partner

Mr.
T. San Agustin specializes on Business Administration
and Human Resources Management consulting and serves as
Local Agent for off island business enterprises serving
Guam. Carlos, a native of Guam, is a retiree of Guam
Telephone Authority. During is years of service in GTA,
he served in various management positions ranging from
Procurement officer, Customer Services Director,
Personnel Director, General Manager’s Executive
Assistant and retiring as Southern District Director.
Carlos also served as Assistant Vice President of IT&E
having responsibilities for Administration, Human
Resources & Consumer Services; Government and Community
Liaison. Carlos also served as In-House training
instructor foe IT&E Employees. Carlos is highly
respected and visible in community activities serving in
various organizations such as- Current Chairman of
Community First Guam Federal Credit Union, Mayor’s
Council member for MongMong-Toto-Maite, Eucharistic
Minister for the Parish of Toto Catholic Church and
member of the Archbishop’s Advisory Board.
